What is a condition report?

The condition report is the written description of the property at the moment the tenant receives the keys. Which defects were already there, how clean was the property, what were the meter readings and which keys were handed over.

Dutch law makes it important. If a description was made at the start, the tenant returns the property in that condition, except for normal wear and tear. Without a description, the tenant is presumed to have received the property in good condition (article 7:224 of the Dutch Civil Code). A concrete condition report makes clear to both parties what "good condition" actually was — and prevents disputes about the deposit.

Frequently asked questions about condition reports

No, it is not mandatory. Without one, however, the tenant is presumed to have received the property in good condition (article 7:224 of the Dutch Civil Code). A condition report makes it concrete how the property was, so there is no discussion at move-out.
You record the condition report at the start of the tenancy and the move-out report when the tenant leaves. Together they show what changed in between. In Kamerinspectie you link the move-out report to the condition report of the same property.
